The present govt in Afghanistan has as yet not issued any stamps. The postal system is non-functional and no post offices are present nor are any letter boxes seen in any street. Surprisingly, the mobile connectivity is good, though costlier than Indian rates (5 Afghanis per min..1 Af is approx equal to 1 Rs). The stamp must have been of earlier issue.
There is an informal local variant of a courier system, though. This only works internally, and probably through the porous Pak border, but not for the usual foreign post.
