Unification of human affairs, to the extent at least of a cessation of war and a worldwide rule of international law, is no new idea; it can be traced through many centuries of history. It is found as an acceptable commonplace in a fragment, De Republica, of Cicero. It has, indeed, appeared and passed out of the foreground of thought, and reapeared there, again and again.

Good God ! (pardon the pun)... Bertrand Russell yesterday, Herbert Wells today ... is this the beginning of a new series, RBSI : " Great British Pacifists, Fabians & Atheists remembered " ?? ...
Such sensible and extraordinarily brilliant men ! But then we have moved on to ancient Romans now... if you have noticed. : )
... Well, outside of the realms of literature and philosophic methodology, many would struggle to agree with the accolade 'sensible and brilliant' being applied to either man ! Both were very controversial figures...
The RBSI moves with a speed, from subject to subject , that frequently astonishes ~ but, be that as it may ~ in the end, all roads lead to Rome !
